I have never had a problem using unfiltered, chlorinated+fluorinated tap water (in Sydney, Australia), I believe the Chlorine evaporates during the fermentation period (and certainly the chlorine does not seem to kill or inhibit the yeast at all...)

There is an excellent small brewery not far from where I live which does brewery tours.
During the tour, the head brewer told us that, before they started brewing, they sent a sample of their tap water to be analysed in order to determine the water treatment required. The result that came back was that their tap water was ideal stright from the tap - so they brew with ordinary tap water.
Further to this, I have recently been on a weekend homebrewing techniques course at a nearby University. During the course we were told that, whilst water is obviously important, too many people get hung up about water treatment and if you are getting good results from ordinary tap water, then why worry - carry on using it.
I personally, have always used water straight from the tap with excellent results. My only brewing problem is that I cannot seem to get the stength down. For my latest brew I was expecting around 4.8% alcohol by volume. It has turned out around 5.9% so the yeast obviously likes the water!!! 8^)

I buy grain ready crushed so have no control over it !!!
Here in England (or at least my part of it) it is as cheap to buy grain ready crushed. However - if only to increase the shelf life of the grain - a mill is on my list of "things to buy", once I can justify the expense to the wife; not an easy task!!!!

won`t go away. In particular, you may get a sort of rubber taste. It is not very pleasant. I would always boil or charcoal filter (or RO) your tap water before brewing with it.
