You start degasing when you transfer from primary to secondary. This is done by shacking the carboy a good bit to drive off some of the gas. Then if again after secondary shake it while racking it pretty good. If you want you can use one of those stirring tools but just seems like extra work to me. After it clears I shake rack it one more time and after that it will not have enough CO2 to shake anymore.
